No, the war in Iraq was won in May 2003 when Bush said it was -- when we deposed them of their leader, took control of their government, disbanded their police, etc. We've been occupying Iraq ever since.
The only thing that will change is if we stay or go. They want us out, they want timetables and a withdrawl by 2010. That means, apparently, they think they can take things from there and their government was elected democratically. So I guess that means we "won", if we wanted a free and Saddam free Iraq.
McCain wants us to stay, I'm not sure why unless there is another objective that was not met that he isn't quite honest enough about to define. Well actually in a town hall meeting, he did say we were there for the oil, but now that we denationalized it and we actually got to write the no bid contracts for our Big Oil companies, I'm not sure what excuse he has for us to be there now.
